Which Roy Records Are Open
Roy records follow the office that created or maintains them. The city holds municipal business, permits, police material, cemetery files, and council records. Weber County offices in Ogden maintain land, assessment, tax, marriage, election, and many durable name indexes. Utah courts control their own case records, and state or local health registrars handle certified birth and death products. Access ranges from a free web index to a restricted application.

Utah law does not make every government file open. Sealed and expunged cases, juvenile and adoption matters, many police records, recent vital certificates, protected voter data, and motor-vehicle personal information remain closed or restricted under their own laws. A GRAMA request cannot override those rules. It can reach an existing record only when the requester has a public or otherwise authorized right of access.
Roy Records Cross Four Levels
Roy is not the Weber County seat, so the custodian map matters. A Roy permit or council packet starts with the city. A deed, owner mailing address, marriage license, or tax record routes to Weber County in Ogden. Roy Justice Court handles limited city-level matters, while the Second District Court keeps broader civil, felony, probate, and other district files. Federal cases use PACER rather than Utah's court service.
State agencies hold another layer. Utah's Office of Vital Records and Statistics issues statewide certificate products. The Department of Corrections covers prison, probation, and parole, not the Weber jail's current pretrial population. Utah State Archives preserves older name indexes and transferred series. Sending a broad request to the wrong level adds delay because Roy City cannot produce a district file and Weber County cannot release a state certificate.

Weber Land Records: Free and Paid
The Weber County Recorder/Surveyor divides land access into several products. The free parcel search links an owner name, situs address, mailing address, parcel number, maps, assessment data, and tax links. It is a current snapshot, not a full deed chain. The paid Abstract Title Search reaches the richer transaction trail. At the counter, staff can show a visitor how to research, but they do not perform title searches or give legal descriptions by phone.
The free parcel tool accepts three core routes. None requires a full deed citation at the outset.

The county's nine-digit parcel number is more than a label. Its first two digits identify the recorder map book, the next three the page, and the last four the parcel. Save that number plus the legal or plat link before ordering a deed. Also keep the mailing and situs fields separate. The mailing field is where tax notices go; the situs is where the land lies. Neither proves who lives there now.

Pre-1980 Roy Records Bridge
Weber's old abstracts are explicitly separated as pre-1980 material. That date line is a useful local records quirk. It does not mean every old deed image is in a free name search. Instead, the abstracts provide a historical bridge from parcel and map evidence toward earlier title references, while the current full abstract service remains behind a subscription. Historic tax plats and the recorder counter add other routes when the web path stops.

A Roy parcel number, subdivision, or legal clue makes this browse path far more useful than a broad name alone.
Once a document number, book and page, or survey number is known, the county document-order form is the direct copy channel. It quotes a three-to-five-business-day process and $1 per page. The county first emails a page and fee breakdown, then a payment link, and sends the record after payment. Card orders add a $2 processing fee; check is also listed. Unknown identifiers belong in the title tools, counter research, or recorder GRAMA form instead.
Note: Recorder staff assist with the tools but do not build a Roy chain of title for the requester.
Roy Property Records and GIS
Property data crosses three Weber offices. The Assessor sets value and maintains characteristics. The Recorder controls ownership, the parcel identity, legal and plat links, and tax-notice mailing changes. The Treasurer holds payment and delinquency data. The integrated parcel service can display all three, but the field should be confirmed with the office that owns it. A tax year dates a valuation, not a transfer, and a year-built field describes an improvement rather than owner tenure.

Its countywide scope is the right fit for Roy because assessment records are not kept in a separate city roll.
Geo Gizmo adds map context. Verified parcel-layer fields include primary owner, mailing and situs addresses, parcel and tax unit, acreage, subdivision, assessment values, tax year, property type, and improvement traits. A PRIVATE_FLAG can limit routine display and must be respected. For a record that is retained but not exposed online, a narrow GRAMA request can ask the proper county office for the existing data. Custom GIS or map work is published at $50 per hour with a one-hour minimum.
Roy Court Records Have Gaps
Utah State Courts Xchange searches public district and justice court data by party or case. Useful filters include first and last name, case number, Weber County, court location, case type, filing dates, and disposition dates. A wildcard can broaden a spelling. Results may show the case number, court, filing date, case type, parties and roles, status or disposition, and public party details.
A missing result is not proof that no case exists. Xchange omits adoption, juvenile, civil mental-health commitment, sealed, expunged, and other classified matters. Old justice cases may predate CORIS, the court data system that feeds Xchange. Bankruptcy and federal cases are outside it. For a one-off broad name, most district courthouses and the Utah State Law Library offer free public access; confirm access before travel. The Ogden district clerk can also guide a request for older or file-specific material.
Guest access starts with a $10 credit. Published charges are 35 cents per search and $1 per available document. The judiciary record form provides another channel for inspection or copies. Inspection is free. Paper, electronic delivery, certification, media, and proceeding recordings follow the court's own schedule, not the city or county fee table.
Search cost tip. Narrow a common Roy name by Weber County, court location, case type, and date before paying. An unbounded result set can hit Xchange's 500-result cap.
Roy Vital Records Stay Split
A Roy life event does not create one open database. Birth and death certificates route to Utah's Office of Vital Records and Statistics or the Weber-Morgan Health Department for eligible applicants. Marriage licenses and the county search belong to the Weber Clerk/Auditor. A divorce decree comes from the Second District Court, while the state offers a statistical marriage or divorce abstract. The abstract is not the full court file.

The application path confirms that a general open-records letter is not a substitute for the certificate process, identification, and eligibility proof.
Fees effective July 1, 2026 list a first birth certificate at $25, first death certificate at $35, and a state marriage or divorce abstract at $25. Extra copies and optional processing, delivery, or identity services have separate charges. In June 2026, the state reported about a six-week online and mail backlog. Historical research takes a different path: the Utah Archives has a Weber birth-register index for 1898 through 1905, but access must still be checked against the specific series rather than promised solely by age.

Roy Custody Records Need Two Checks
The county and state custody tools answer different questions. The Weber Sheriff roster is current-custody oriented and may list booked date, name, age, gender, and a detail view with physical descriptors, charges, bail fields, and booking information. Utah Corrections searches current incarceration, probation, or parole. A person in the county jail before trial may not appear in the state tool.
Records beyond the live roster go to Weber Sheriff Records at 1400 Depot Drive in Ogden. The office accepts an online or in-person written request with requester contact details, a reasonably specific description, and photo identification. Many sheriff files are private, protected, or controlled and may require review. The roster itself also warns that it is not an official roster, so custody and payment claims should be verified at the published sheriff numbers.
This two-part check has a practical consumer-safety use. Weber Sheriff warns that it does not call relatives and demand bail through Venmo, PayPal, or Bitcoin. A caller making that demand should not be trusted. Verify the custody claim through official channels before sharing funds or personal information.
Costs for Roy Record Copies
Search, inspection, ordinary copies, and certified copies are separate products. The May 6, 2026 Weber recorder fee page is the current source when an older county information page conflicts. Those updated recording charges matter to filers, but a Roy researcher is more likely to need the copy and search rates below.

Under GRAMA, inspection, classification review, and ordinarily the first 15 minutes of staff time are free. A governmental entity may charge reasonable actual cost, with labor capped at the lowest-paid employee who has the needed skill. Prepayment may be required when projected cost exceeds $50 or an old request remains unpaid. Asking to inspect first and setting a fee ceiling can prevent an open-ended copy bill.

Counter access remains essential when an index is incomplete, a historical file predates a portal, or a certified copy is needed. Roy's city desk is local, while the three Ogden offices below hold county and district material. Office hours are listed where the research confirmed them. Utah Records Terms for Roy
Several terms change what a requester receives. An online name hit may be enough to locate a file, but it is not always the record image or proof accepted for an official purpose. Classification terms also describe why an office can release some fields while withholding others.
- Index
- A finding tool that points to a record through a name, date, parcel, case, or document number. It may not include the full image.
- Certified copy
- A copy authenticated by the custodian. It usually costs more than an ordinary print and differs from a screen result.
- Custodian
- The agency or office that maintains and responds for the record. The place named in the record may not be its custodian.
- Exemption or classification
- The legal basis for withholding all or part of a file as private, protected, controlled, sealed, or otherwise restricted.
- Situs address
- The parcel's physical location. It differs from the owner mailing address used for tax notices.
Ask what product is being quoted before paying. A vital abstract differs from a divorce decree. A parcel card differs from a recorded deed. A court docket differs from a certified filing. Clear product names help the Roy custodian find the right item and let the requester compare the correct fees.
File Roy Public Records Requests
Utah's Government Records Access and Management Act, or GRAMA, gives a right to inspect public records during normal hours and obtain copies subject to lawful fees. It applies to existing records. It does not require an office to answer a question or create a new analysis. A written request under Utah Code ยง63G-2-204 must identify the requester and describe the record with reasonable specificity.
- Choose the custodian. Name the Roy city department, Weber office, court, or state agency that created or keeps the file.
- Check the direct channel. Use a posted packet, free index, counter terminal, certificate application, or known-document order before filing a broad GRAMA request.
- Describe the record. Give names and spelling variants, record type, date range, event or property address, and a parcel, case, document, book/page, or other identifier when known.
- Select inspection or copies. Ask for native electronic format when it exists, set a fee ceiling, and state a fee-waiver or expedited public-benefit basis only when it is true.
- Track the response. The ordinary GRAMA deadline is no later than 10 business days. A qualifying public-benefit request is five business days. Extraordinary circumstances require an explanation and estimated date.
- Use the appeal path. A denial should cite its authority and appeal instructions. Failure to respond by the deadline counts as a denial; an appeal begins with the entity's chief administrative officer.
The Roy City GRAMA form asks for requester contact details, a specific description, and a choice to inspect or receive copies. It cites the state fee provision. The Weber recorder's own form goes further by prompting names, dates, event location, property address, parcel number, land section, delivery choice, fee cap, waiver basis, and expedited treatment claim. Use the form that belongs to the custodian.
Lawful personal use. Open access is not permission to monitor, threaten, or harass a person. Utah's stalking law covers a knowing or reckless course of conduct that causes fear for safety or emotional distress.
